You are looking at a pre-owned Sanrio Christmas Hello Kitty Illumination Light.  This is a rare find and looks to be limited based on what I can find, it seems to be popular in Japan.  This is best used when hung on a wall as it looks like a neon sign but it definitely is not.  The lights look to be regular old fashioned Christmas lights.  This measures roughly 17 inches wide and 14 inches tall.  The depth is about 1 inch so it should have a low profile on a wall.  The cord is 4 feet in length from the base of the light.

This comes from a smoke-free/pet-free home.
