This is a Hot Wheels  car. that is part of the "Racing Circuit" series. It was released in 2011 with an added pull-back function. This car was only available as part of a special promotion where it was inserted in various General Mills cereal boxes.

 This is brand-new (never been opened) and in its original packaging!

This particular car is black and is known as "Circle Tracker"

As you can see in the last photo, the included instructions show that this was officially licensed by Hot Wheels.
