This is a plastic Frozen Charlotte doll, or penny doll, in a plastic bathtub in original box from the early
1900's. The doll is approximately 1" tall with handpainted hair, eyes and lips. She rests in a plastic
bathtub approximately 1 1/2" long.  It is in its original box, which shows wear; the number "5" is written
on the top of the box in pencil, presumably the price of the doll being 5 cents.  
Frozen Charlotte dolls were known as penny, 5 cent or 25 cent dolls, depending on their size.

These were items from my great-grandmother's five-and-dime store, which closed in 1930, so
 I know that they are truly that old.  They have been stored in a climate-controlled, smoke
 free environment ever since.
