Please have a close look at the clear sprue.  I provided some extra photos to help confirm the following:  There is a tab on the clear sprue numbered "10."  There is no obvious corresponding part in the exploded diagram.  As you can see, part "10" is a rotor.  I'm calling the clear sprue complete unless you see something I do not.
