Billy Rohr with a few of his awards - 'Every day is a step forward' This May 25 when members of the senior class at East Jefferson High School march down the aisle with their diplomas, one very proud student will be 21-year-old Billy Rohr. Billy was one of the first educable mentally retarded students to be mainstreamed int he Jefferson Parish School System. Photo measures 10 x 8 inches. Photo is dated 05-10-1981.
