This letter appears to be from the National Bank of Bellows Falls Vermont by request of Hugh Henry. Also includes another letter signed by Henry himself. From our research, it appears that Hugh Henry was a lieutenant in the Civil War and that he is in the family attached to the Henry Homestead in Chester VT.
