Writer has also written "B.E.F. Co G.P.O London". I believe this to mean he was with the British Expeditionary Force, c/o G.P.O. London

Addressed to "Miss. E. Coofey, Westbury Court, Westbury-on-Severn, Newnham, Glos, England"

CDS = "GARE D'ORANGE   20 15  12 -3  16   VAUCLUSE"  (Orange Railway Station)

With blue ink double circle "SERVICE MILITAIRE DES CHEMINS DE FER" around outside and "COMMISSION MILITAIRE  GARE  ORANGE" in the centre

In English I assume this is a franking by The Military Railway Service Military Commision at Orange Station
