This is a rare 1998 Darth Maul figure from Star Wars Episode I (Tattooine w/ Cloak and Lightsaber)  HAND SIGNED by Ray Park in 2005.

I purchased this as part of a charity auction he was supporting at the time for victims of a tsunami in East Asia.
