This ornately framed certificate is a rare find for collectors of historical memorabilia. The document features the signature of Simeon E. Baldwin, Governor of Connecticut in 1911, and serves as a notary public appointment for Henry W. Griffin of Brookfield, CT.

The frame has many chips. Glass may be chipped behind edges, hard to see. But I hear something small sliding when moved. Did not dissemble.
