Winter Tales of the Snowbabies Best Little Star Figurine #68842.  The figurine comes in the original box, with booklet. 

The figurine has a couple of discolored spots on the back of the head and one shoulder (see photos).  They may clean off, but not sure how you clean this kind of textured porcelain, so I didn't want to try.
