READ: please make sure that this is what your Neon needs. This is for 95 to 99 vehicles. The back side of the armrest has a TISSUE HOLDER. It does NOT have a cup holder. SEE PICTURES.

This is in good condition for its age. There are some scratches and scuffs on the sides as shown in the pictures. I don't see anything of concern on the top. I have wiped this down but it could use a better cleaning especially on the underside where there are a lot of nooks and crannies. NO ODOR.

The latch works just fine. The latch might be removed for a safe shipment but it will be included along with the screws. It just takes a simple Phillips screwdriver to reattach (The same tool is needed to attach the armrest to your vehicle.)
