My low shipping usually means a plain envelope and stamp, no tracking or insurance included, - if you want something different ask before you pay so I can charge cost. I self-insure for lower value items or include insurance for all items.
I have lost several packages first class stamp in PR recently. If you are in Puerto Rico, you accept risk of shipping regular first class stamp and envelope $0.85 else this has to go with tracking for $4.50 and you need to tell me before you pay
