This is a set of antique railway toys from Bassett-Lowke, an English toy manufacturing company founded in 1898 and manufactured original toys until 1964 (they were later revived in the late 1990s). 

This set contains 10 people and two trolleys in an original box. It appears that the set is missing a piece, although it unclear which piece is missing. It was made for a No. 0 gauge railway set - a gauge that gained wide popularity around 1910 but fell out of favor in the UK by World War 2. We believe this set was manufactured somewhere in that window.
