This is a vintage 1992 Hasbro G.I. Joe Battle Corps black hat variant Outback action figure still sealed and mint on card(MOC)!  Note that the card does have some wear on the corners and that the UPC symbol on the back of the card has been neatly removed, see pictures for condition.
