Not sure if there is a name for this but it is a pick or tall nail that stores used to keep sales slips on. The nail measures approximately 5 inches tall. The heavy base is about 2 1/4 inch in diameter. The base looks like a flower and possibly is cast iron - I am not certain, but it is a heavy metal. It is painted green with some noticeable wear on it. The pick or post shows wear too but remains sharp. Sturdy and still usable. Cool, older collectible! Perfect prop for older store set!
