You are bidding on a used Bogen HSR4 digital message system. You can find manuals for operation online. I believe that this system will read a message from an audio tape into onboard memory and then play that message back from memory. The tape is only accessed to read the message into memory, so the tape doesn't wear out, break, etc. I don't have the factory power supply for this unit, however I plugged it in with a generic power supply and the red power light on the front lit up. No further testing was done. This unit does have wear appropriate for a used item of this age. Two of the rubber feet are sticky. The power switch is difficult to turn off.
