According to a study by Zwiercan-Witkowska, TSL was established during the celebration of the 100th anniversary of the Constitution on May 3, 1891 in Galicia. In October 1890, the celebration committee chaired by Mieczysław Pawlikowski (editor of Nowa Reforma ) met in Krakow. At the meeting , Michał Danielak asked to establish an educational society similar to the Czech Matica Školskie and the German Schulverein . The task of the society was to defend Polish culture, mainly in the Polish borderlands. On April 29, 1891, a statutory committee was established, consisting of Ernest Adam , Lesław Boroński , Michał Danielak, Adam Doboszyński, Mieczysław Pawlikowski and Ludomir Benedyktowicz . The latter proposed the name of the Folk School Society; the slogan "through education to freedom" was also adopted .
The statute was approved by the Ministry's rescript of January 21, 1892. According to the account of the Kurier Lwowski : “The Society's main goal was to help the communes to set up folk schools by providing one-off non-repayable donations or interest-free loans, and by awarding prizes to zealous folk teachers; sending itinerant teachers among the rural people; establishing free reading rooms in villages and towns ”.
