You're looking at a series 1 Palitoy Action Force (GI Joe) US Paratrooper figure with working parachute, grappling hook, ammo tin and detonator.
The figure is over 30 years old so shows signs of wear and the parachute is intact apart from one line and a few small spots of discolouration – please see photos.
