This medal is the "30 Years of Victory in the Great Patriotic War" medal awarded by the Soviet Union to all surviving (Soviet) veterans of WW2, and also some leaders of Eastern Bloc militaries who fought with the Soviet Red Army (ie: Bulgaria and Romania after they changed from the Axis Powers to Allied Powers, resistance leaders from Hungary, etc). 

the obverse features the famous "Mother, Motherland Calls" statue that is standing in Volgograd, Russia (formerly known as Stalingrad, Soviet Union). It is one of the largest statues every built.
