It's a resistive carbon heating tape.

1 meter x 15±2mm x 0,6±0,1 mm. 1,5K. 19±1 Ohm/m. 5±1g/m.
Idial for DIY heating clothes.
You can make your own inexpensive heated gloves, heated insoles, heated pad, jacket, vest, sleeping bag, socks.
The power consumption of 1 meter is about: 0.7W/m (3.7V), 2.9W/m (7.4V), 7.5W/m (12V).
You can cut it by the length to increase the power.
It cannot be cut into smaller widths.
But you can cut it into smaller length only.
You must have an experiance in electronic DIY projects to prevent any hazardous of using it.
