These are Madoka Magica clear file sets. They are priced according to how many files they contain.  The 14.99 ones have 4 bigger and 2 mini files (or maybe two trading cards? I'm not sure); The 13.50 one has three bigger files and three mini files (or again, these could be trading cards); and the 11.50 ones have three bigger files that aren't double-sided.

Please take a look at the pictures for each type -- I photo'd the front and back of each package and also a close-up of the files each contains.

I ship all clear files in a rigid mailer, so as not to be bent during shipping.

This falls under my "small items" combined shipping rule. Economy shipping is $3.75 flat for the 1st charm; any other small items (charms, keychains, etc.) will have free shipping if purchased along with the first item.
