In 1890 the McKinley Tariff Act was passed by Congress which stated effective March 1, 1891, items from Japan (as well as other countries) were required to have a back stamp and recognized and accepted "Nippon" as another word for Japan. In 1921, the US Government reversed its position and decided the word Nippon was a Japanese word and effective September 1, 1921, merchandise from Japan had to be marked with the English word Japan instead of Nippon.
