This design persisted for decades from the 70's through the 90's.
It was a very successful brake design found on mid-range bicycles.
The short brake arms were designed for racing bicycles, where the frame was compactly designed around the wheel diameter. These also existed in a long reach version, for touring bikes, leaving room for fenders.
The Black color was a step up from the norm.

I owned a bicycle shop in the 70's and worked many years thereafter in the bicycle industry. I acquired and saved some of the best components that came my way. I am now an old guy, and understand I will never built the many bikes of my dreams, so I am clearing out my collection of quality components.
