Watercolor is not signed, but a similar one is known with the signature of Edward Nevil (British fl.1880-1900). 

It is mounted to backing.

Measures of painting is 10 x 14" (25.5 x 35.5 cm), frame is 15.75 x 19.75" (40 x 50 cm)

Is in good condition consistent with age and use.
