The 2021 Silver Eagle comes from the first 38 Boxes of the Landing Eagle design "Type 2".  NGC determined that these coins were actually made on the very first day of production of the new American Silver Eagle design. The design is called the Landing Eagle or Type 2 because it was the second type of American Silver Eagle design produced in 2021.  The first boxes series was quietly announced by the US Mint to the Authorized Purchasers and is reported by the major coin publications as follows:

This is the first time that the United States Mint has specifically designated the first production of any coin made by the Mint. This is an historic coin and it is befitting that it is designated by an historic program. The 2021 Silver Eagle is the first bullion (business strike) silver eagle to feature the new Landing Eagle reverse design.  The American Silver Eagle has featured the Heraldic Eagle design since it's inception in 1986.  The new Landing Eagle design was announced in 2019 to begin in in 2021, but 2020 happened.  This caused the new design not to be ready at the beginning of 2021, and its release was delayed until July 2021.  

 

The US Mint has finally released the beautiful new design and this is your first chance to get your hands on not only the new design but the exclusive Flag Core coin.  Additionally, this coin is designated by NGC to be perfect MS70 and to have the First Day of Production designation.
