A little History, As I understand it.
Memel was part of East Prussia (Germany) and taken away from Germany after WWI and became part
of Lithuania.
Germany (Hitler) wanted the Memel area back, and it was eventually annexed by Germany into
the Third Reich.
It was bombed heavily by the allies and finally raped and pillaged by the Russians in 1945.
Then, It went back to Lithuania which became a puppet state of USSR
