This is extremely rare and almost impossible to find action figure from 80’.

The figure has movable arms and legs as well as twisting waist and head.

I am unsure of both the manufacturer and the character exact names. It may be bootleg of X-Changers. It could be made by Solidco and the character might be either Colt Scort, Cody or Chief Lancer.
