As stated in the title, "NDC" means No Die Cuts (No perforations). Yes, they are valid USPS postage stamps, but you need to cut them apart for use on your mail. It's not easy getting the NDC stamps off of their backing paper, so many just glue them to the envelope after cutting the stamp from the sheet. Please be sure you understand what you are purchasing prior to buying.
