During the Russo-Japanese War it was cleared out the urgent necessity of Russia in reinforcing of the Russian fleet in the Far East. Russia ordered in Germany 18 submarines. On 24 May 1904 the contract was signed with the Krupp’s firm for construction of 3 submarines and purchase of 75 Schwarzkopf torpedos. On 21 August, by the secret decree no. 173 the boat was included in the list of the Russian Imperial Fleet as a torpedo boat "Forel". The "Forel" turned out to be a precious purchase for that time: it was the only one boat ready for battles and for the immediate forwarding to the Far East - the not big sizes of the boat afforded not to disassemble the "Forel" but to transport it as a whole on an ordinary cargo platform. Since the Port Arthur was already blocked by that time, "the German gift" and all the other submarines had to be forwarded to Vladivostok. On 25 August the boat was loaded on the bay (together with the accumulators and torpedo tubes but, for some reason, without a single torpedo) and hooked to the military echelon (the crew was travelling by the same train). On the way no special incidents happened, and on 25 September the cargo arrived to Vladivostok. On 2 October it performed its first sailing - so far only in the Vladivostok Bay. Since that day the "Forel" - the first submarine in the Far East - was constantly in combat readiness for the case of the blockade of Vladivostok by the Japanese Fleet. The navigation in the Bay of Zolotoy Rog continued up to the beginning of November, and then the boat was lifted ashore. The spring of 1905 happened to be early, the bay was cleared from ice, and the submarine began to make cruises in the bay, and in the end of March the torpedos were finally delivered to Vladivostok. From that moment the submarines stopped being only a virtual threat. On 23 May 1911 the "Forel" was put out of service and placed in storage in the port, and on 31 May it was excluded from the lists of the Siberian Flotilla.
