You can air fill the balloon either with a straw and blow it up or a hand air pump inserted into the opening of the balloon.  Care must be taken when filling foil balloons.  Balloon is full of air when the centre is firm but the outer edge is still slightly wrinkled.  Tie the end off once balloon is inflated or you can heat seal it using a heat sealer.  There are video's on the internet showing how to seal with a hair straightener as the heat source.
