WHY ARE THESE SO LIMITED?
The 1995 NFL Collection of ornament was originally included in a "test selection" of NFL party goods offered only to the city areas where that particular team had the most influence. (ie; Chicago Bears - Chicago area, Dallas Cowboys - Dallas area.) There was only one or two wholesale packs of the ornaments included with each selection of the party goods. So, a store that ordered the selection for their area - team, would only get 4-8 ornaments initially. Because this was a "party goods test" there was not much inventory produced of the ornaments. I owned a store from 1983 - 2009 in the Des Moines, Iowa area. I was not offered any of this product, even though I was between Chicago and Kansas City. I did however have an "In-house Sales Representative," (Rep. based in the KC corporate offices.) He informed me of the ornaments, knowing that I was a very big ornament sales store. When I tried to order, I was told because I was not in the test market I could not order. Eventually, I contacted the head of the test. When the inventory was released for purchase by any store, I ordered large quantities of all of the team ornaments, advertised in a popular ornament magazine and sold to collectors in many states throughout the nation. Because there are fewer Hallmark Shops in the west, and pre-priced merchandise does not take-in to account the additional freight costs to locations far away from the shipper, the Raiders and S. F. 49ers ornaments were produced in a much lower quantity than the mid-west and east coast teams. So, availability of these ornaments was much smaller than other teams. The further away from Kansas City, Missouri and Enfield, Connecticut (closed in 2016) distribution centers, the fewer ornaments were produced.
