This is a new-in-the-package dust ruffle with a date on the insert of 1995.

The drop doesn’t “ruffle.” If you look at the photo you’ll see it’s a straight seam where the drop meets the sheet.

There are cut outs on the drop with a crochet border. The label says it’s hand crocheted.
