Mint in box RAH Medicom Toy action figure 059 and the character is Ghyll Hakaider.  Collector's Limited Edition numbered #0355.  I do not know the year it was released.   Figure and accessories are complete, I only opened the box to take the pictures.  Paperwork and hands are included in a seperate bag.  Hakaida villian from the Kikaida tv series.  Not much else I can tell you as I can't read the kanji on the box so please feel free to email me with any questions you may have.  Thanks for looking!
