Cigar tip cutter

Has a small makers mark on the top of bale but I can't make it out

even with a jewelers loupe 

The outside of the case passed the 10k test but I can see some discoloration 

so it is not solid gold

Blades are made from a harder metal

Overall in good condition 

Both monogram spots are blank

Measures 1.5" long
