C-17 Hot Shot and Volt is part of Takara Tomy's Henkei Classics line which was available exclusively in Japan.  C-17 Hot Shot and Volt is Deluxe Class-scaled, stands approximately 6-inches tall in robot mode and transforms from a Sports Car to robot and back.

Transformers Henkei is a toyline released exclusively in Japan by Takara tomy that features exclusive redecos, alternate paint colors, and metallic paint applications that make the figures more true to the original characters color scheme.  Each figure is the Japanese equivalent figure as Hasbro's Transformers Classics line but features improved color scheme, vaccuum metallized plastic and other slight improvements.
