Westmoreland Paneled Grape Epergne Base or Stand

This is from my aunt's collection. I don't have any other epergne pieces. But this could make a lovely low vase or planter or it could hold fruit or other home décor. It might also make an elegant pillar candle holder.

On the bottom I see two fine inclusions in the glass, but I do not feel any cracks (please all photos for best description of size and condition). Otherwise, it is in fair-to-good preowned, vintage condition.
