with any snaps or snapd installed

It also forbids APT from using snapd

You can still install snap packages manually, on your own

It just won’t happen with apt

This is because 32-bit support completely disappears from
Ubuntu 20.04

There are a few ‘under the hood’ changes coming from Ubuntu 20.04
