Vintage (not sure of the make but they will be something like Wilkinson, Elliott Lucas etc being supplied to the British military) 8" combination pliers ex military tool listing as used but looks like they've seen little use been stored for years with other items. Proper quality with a great aged used patina. Please take the time to study the pictures carefully for condition and sizes as they form part of the description.
