This Azerbaijan national sports sweat shirt is new in original plastic bag and has never been worn.  It was purchased in circa 2015 for 8 Azerbaijani manat.  Label says XXL but is more like an XL for American wearers.  Synthetic materials.  Measurements:  PTP 23 inches.  Shoulders 21.5 inches.  Length 29.5 inches.
