The X-men #25 Vol. 1 (1963) 1966 Marvel Comics. 1st Appearance of Juan Meroz as El Tigre. 

This issue showcases the iconic characters Cyclops, The Angel, Marvel Girl, Iceman, Professor X, and Beast as the team faces a new threat by the villain known as El Tigre. Written by legendary Stan Lee, Roy Thomas, and artwork by Werner Roth, who notably succeeded Jack Kirby at Marvel Comics. 

I'm not a comic grader. However, will guess as Fine to Fine Plus, maybe better.
