Antique figure of a lady carrying baskets on a yoke. She has a Dutch vibe to her, but I believe the partial mark is for Shafer & Vater, a German firm known for making novelty figures from 1890-1962.
Her baskets are perfect for small posies, or trinkets, and she probably dates from the late Victorian or Edwardian era.
