This scarce R.P.O. marking is very rare on the 1869 Issue. I have seen two other covers with a 3c 1869 and both have black cancels, one also has a corner card & it sold at auction in 2006 for $425 + 15%. The other last appeared on the market in 1998. Good luck finding another one.
