This vintage toy train is from 1969, and was made in Japan "For the Children of the World". It has incredibly realistic horn and ringing bell sound effects, and the flashing lightbulb still works after all this time. The drive mechanism automatically changes direction when it encounters an obstacle, and the rear wheels cause the driver figure to rock back-and-forth and thus pull his bell chain. Note that the driver bell is an ornamental animation and makes no sound. The real ringing bell is inside the train.
  
Battery fitment is unusual with one going one way (bottom), and two the other (top). Pictures are included for your reference. The weight of the batteries helps drive the rear wheels that animate the driver figure.

This toy train was originally distributed by F.W. Woolworth Co., and an original Woolworth retail price sticker is still on the box.
