This was removed from a 1995 Honda Civic without power steering. Tested and working properly.

The Holes are the same size on both sides.

You will need this for EKK2 kswap k20 or k24 swap with Eg subframe with manual steering rack and pinion installed into your 96-00 civic ek chassis.
