Here are a  true vintage pair of girls jogger type trousers with under the foot elastic straps. They are from C and A's Rockferry Trading Co Ltd collection.

They have an elasticated waistband and sewn in creases to the front of the legs.

To fit age 11 to 12 yrs height 252 cm , waist  62 cm. Made from a plain polyester fabric.

They are in fairly good condition, some of the crease stitching is undone on the left leg. Waist elastic is a bit slack but still some stretch in it. Fabric does look bobbled. Also the fabric where the knees go looks slightly stretched into the shape of knees. Please see photos.

Measures 36 cm across the waistband laid flat, total length is 93 cm, inside leg is 69 cm , both lengths include the black elastic foot strap.
