I believe this was probably intended for farrier rasp . At least that would make the most sense to me having trimmed my share of horse hoofs . The tang would have to be removed, so it does not interfere interfere with the ferrule. This is just my thoughts on this Tool, having never seen another one like it in nearly 40 years , but feel free to come to your own conclusion. Either way for horseshoeing or for general file and rasp work for woodworking metalworking maybe , this is a very unique piece either way you look at it. Look at pictures carefully . So my thoughts on the matter is, I will toss the rasp and just send the handle ,but if you want the rasp , the price is what’s quoted. If you don’t want the rasp , I will refund the difference.
