This is by George Dunkerton Hiscox (1840 - 1909) and probably painted in late 1800 early 1900’s.

George Dunkerton Hiscox (1840 - 1909), Hiscox was born in Somerset ,studied at Oxford and trained at the Bristol Academy of Fine Arts and became a landscape and portraitist residing in Windsor with several of his paintings being purchased by Queen Victoria. His circle of friends included the pre-Raphaelites and also the Newylyn school and correspondence shows that he visited Newylyn and his friends there in the late 1890s during which time he made a series of sketches and paintings
