No matter how you adjust the proportioning valve, or even with no valve (all drum brakes), if you experience early rear wheel lockup, this is a fix - 14% rear drum actuation reduction! Even a prop valve can't help on moderate stops, it only reduces rear line pressure when the cut-in point is reached -- which it rarely does on slippery surfaces, just when you don't need the rear wheels locked (Physics: a car with locked rear wheels MUST spin!)
