It has both Wi-Fi + Cellular although not sure what network it takes.

It is in full working condition but has some cosmetic damage on one corner as shown.

The screen is also in good condition although has one minor scratch which is only visible when off. 

Ipad comes as seen along with a usb charging lead (just the lead no plug)
