The home button is broken and you're unable to advance through the setup screen. I'm unaware of the rest of the phone's condition, but I did an online check and confirmed that it isn't iCloud locked, so it seems like just the home button.
Shipping will only be available to the inner 48 states of the United States (excluding Hawaii and Alaska, unless the rate shipping rate is reasonable). I also will not be shipping to any P.O boxes. Tracking information will be provided as soon as it's available.
